TEMPO.CO, Jakarta – Chairman of the Indonesian Broadcasting Commission Agung Suprio asked television stations to stop censoring film shows cartoon. Agung asked the television to show the cartoon as it is.
“Me ask in this forum that all television broadcasting industries do not blur cartoons, censor cartoons, show what they are,” said Agung when he was a guest on Deddy Corbuzier’s podcast, Thursday, September 9, 2021.
As is well known in some cartoons on television, there are often censors. Agung exemplifies the character Sizuka in the series Doraemon censored for wearing a bikini. “Me very surprising. Those are not KPIs,” said Agung.
Deddy then thought maybe the television was afraid of being reprimanded. Agung emphasized, but every year there is a training on Broadcasting Code of Conduct and Broadcast Program Standards (P3SPS). Television parties usually send their employees to attend this training and know the rules before editing.
“So there is a stagnation on television, in this forum so that they hear, see and then change, no longer obscuring cartoons. If I see the cartoons are old products, bro, recycled, look at the KPIs, I’m also annoyed for a long time, “said Agung.

As for soap operas or films, Agung explained, all censorship was handed over to the Film Censorship Institute (LSF). According to Agung, KPI will work after broadcast in two ways. “The first source of complaint is people complain, they have to execute, respond. The second source, our monitoring is manual, they monitor 24 hours, whether they violate P3SPS or not,” he explained.
The Indonesian Broadcasting Commission (KPI) has indeed issued the Broadcasting Code of Ethics (P3) and Broadcast Program Standards (SPS) in 2012 which regulates what broadcasters may and may not broadcast, such as the prohibition of showing scenes of violence and pornography. Article 18 (h) of the SPS does prohibit performances that exploit and/or display certain body parts, such as thighs, buttocks, and breasts, in close-up and/or medium shots.
But, keep in mind, this article is in the chapter on prohibitions and restrictions on sexuality. In the same article, it is stated that it is prohibited to display scenes of kissing lips, nudity, and sexual violence. Thus, it is clear that what is meant by these articles is the prohibition of shows that lead to pornography, not all types of impressions.
It seems that some television stations and the Film Censorship Board (BSF) have taken this article too far. That way, for example, as long as a woman’s chest is visible, it is immediately censored. What’s even more ridiculous is that the censorship continues into the cartoons. Some scenes in the films SpongeBob SquarePants and Doraemon, for example, are also blurred.
